Mr. Chang is a seasoned executive in the high-tech and financial industries, and currently serves as the President and CEO of Taiwan Cellular Corp., one of the biggest cell phone service providers in Taiwan. Prior to his current position, Mr. Chang was Senior Vice President, CFO, and Spokesman of Taiwan Semiconductor Manufacturing Company Limited (TSMC). During his tenure at TSMC he reengineered the financial organization to cope with the rapid growth of the company. Before joining TSMC in 1998, Mr. Chang led various financial institutions in Taiwan, such as China Securities Investment Trust Corporation, the then largest Taiwanese mutual fund management company, and China Development Corporation (CDIB), a major industrial bank. Mr. Chang was the founder and CEO of Grand Cathay Securities Corporation, Taiwanˇ¦s first underwriter. He has been playing an instrumental role in the modernization of financial services in Taiwan.
Mr. Chang has been recognized by Finance Asia magazine in its Annual Best Asian Companies Survey as "the Best CFO in Taiwan" for 2001 and 2002 consecutively. Mr. Chang received his MBA from the Wharton School, University of Pennsylvania in 1977, and a B.S. degree from National Taiwan University in 1973. He was awarded the Eisenhower Exchange Fellowship in 2002.
